as part of an architectural competition initiated by the city of belgrade, design studio ARCVS has stood out with its concert hall proposal for the soon-to-be constructed philharmonic orchestra in the new belgrade block 13. the architects were required to develop high-quality areas and programs that embrace the spirit of the dynamic culture within that city hub.

according to ARCVS, once there was a time when a flock of birds hovered over the existing rectangular plot right next to the sava river of belgrade — with an intention to gradually land unto the ground. and from the constant flicker of the wings, it seems as though music is created and some claim that it was the reason for the act of ‘forever landing’. in that sense, the proposed architecture of the philharmonic orchestra is composed of a ‘small flicker’ ceiling and a ‘grand flicker’ roof planes — which both reflect different sound frequencies that echo the rustle of paper notes and the  two short baton strikes against the conductor’s music stand.

exploring the existing conditions of the new belgrade block 13, ARCVS has also noticed a system of clusters that dominates the area. from the philharmonic, to the business hub, building complex sest kaplara, and 21st century contemporary art museum — these spaces compose the mega cluster of the city. looking deeper, the team has discovered a cluster of music branches that have initiated deeply social sub-groups in the early seventies. therefore, combining the timeless character of philharmonics with the local cultural clusters, ARCVS proposes a discrete system developed through time and frequency.
