austrian architect wolfgang tschapeller was awarded first prize in the international competition – organized by the ministry of science and technological development of the republic of serbia – to design a center for promotion of science and the urban development of blok 39 in new belgrade, serbia.

the centre will appear to float high above the ground. the architectural language of the structure will be that of strong structural principles of technology. the building’s underside core will feature mirrored elements that will reflect all the movement on the ground.

new belgrade is a city which was invented and planned in the course of the 20th century with a decisive modernist perspective. the architects opted for an elevated city with only pillars and elements of circulation touching the ground. they proposed a floating city, with buildings on pilotis leaving the space below free.

secondly, the entire site is usable and accessible to everybody. buildings do not block vision and movement. the terrain will be occupied by a multitude of different types of vegetation, exotic and local plants, waterlines, bike routes and jogging paths.
