architecture competion centre pompidou / metz --- 4th ( ex æquo): project ‘césar’ by foreign office architects (FOA), london, uk a young team of eleven architects, directed by farshid moussani and alejandro zaera-polo, the FOA agency has joined forces for the purposes of this competition with the UAPS agency in paris.
