designer's own words:

This sleek and compact design provides several separated storage compartments and a covered resting area for weather protection. The front storage compartments can be easily accessed by the slide down doors on the front. The weight from materials in the storage areas is balanced by the weighted wheels at the base of the cart. In the fold out mode of the cart, the support bar swivels down from the frame of the cart. The bar compression fits into a groove on the flat surface of the laying area, so that it does not interfere with the person while they are resting. When the tri-fold cart is opened, the handle bar become the support for the resting area, as well as the tips of the extended piece. The tent covering is then attached to six points on the cart for weather protection.
