designer's own words:

Urban development and abandoned energy usage results an increase in average temperature of a city. This discomforts people; and extra amount of energy is required for cooling purposes. The vicious circle unfortunately raises the pollution levels. This design is to mitigate urban heat island effect. Solar cells are built near street lamps. Inside the solar cell, there are solar boards in the form of hive. The boards collect the solar energy received by the converging lens built on the top of the solar cell. The collected energy will be converted into electrical energy for the solar fans, as well as the street lamps. On sunny and hot days, sufficient solar energy is collected and the solar fans are turning on. Heat of the city will be taken away by convention of air. Temperature thus decreases. This also decreases people’s need of air-conditioning. As a result, global warming gas decreases.
