designer's own words:

It is said that the earth will experience water shortage in the near future. Water waste from indiscriminant water consumption patter is a significant cause of this. This design is a water amount controller for preventing water waste. Attaching the controller at the kitchen and bathroom sink and shower faucet will allow only necessary amount of water to come out. When cooking, a several liters of water are needed, but it’s difficult to control the needed amount of water. We often throw away the amount of water not needed. For example, if 150 liters of water are needed to make ramen, the exact amount of water will come out by selecting 150 liters. Also, attaching the controller will allow the user to conserve water, as only the appropriate amount of water will come out in different occasions such as washing face, shampooing hair or showering by pushing Shampoo Button or Shower Button. Also, it offers the convenience of informing the user of the accumulated amount of water used through the display during a certain period of time. It allows the user to also compare the amount of water conserved compared to the household that has not attached the controller.
