how is pumping 120 tons of water a minute environmentally friendly in any way?

and this... improves the quality of life for residents?

you've gotta be kidding me....

aeration maybe? it's the same reason people put bubblers in their aquariums. aeration puts more oxygen in the water which is good for aquatic plants and fish.

it'll improve the quality of life for the residents because it will attract tourists who will spend their money in seoul.

in any case i don't see any reason it would be bad for the environment.
