what used to be one of the many non-descript bridges crossing thehan river
in the korean capital has now become a major attraction. banpo bridge has been remodeled into a massive and beautiful fountain that
shoots water down not up. installed on september 9, 380 nozzles on both
sides of the bridg pump out 190 tons of water from the han river per minute.
this landmark will help to establish seoul as an environment-friendly,
economic and cultural center. it will contribute to attracting more tourists
an improve the quality of life for residents.

aeration maybe? it's the same reason people put bubblers in their aquariums. aeration puts more oxygen in the water which is good for aquatic plants and fish.
it'll improve the quality of life for the residents because it will attract tourists who will spend their money in seoul.
in any case i don't see any reason it would be bad for the environment.
