justin mcguirk (editor of icon magazine), graphic designer morag myerscough,
style editor of grazia magazine paula reed and david rowan (editor of UK wired magazine).
the judging criteria was to select 'work that reflects issues raised by one or more
of the concerns of the current debate on design; to consider the responsiveness
of the design to the social, cultural and economic landscape as well as environmental issues;
and to assess the degree to which the project has fulfilled the expectations of users and clients'.
Is this the "elite" designing for the "underclass?"
And the even more "elite" selecting the winners? It appears that the jury has never been to Mexico to observe the disconnect between this architectural solution and the joy and exuberance of the culture.
This architectural design speaks to the often failed mid-century debate on design as it regards housing rather than the "current debate."

Real culture has always been spontaneous and uncomfortable, but I think Designboom, more than other sites, has always published the work of little or unknown designers.
It is nice, participatory, cheap, and not influenced by current architectural "iconic" approaches.
It's honest.
And to share the "wisdom" I have gained while working within corporations, saving the well-designed for the elite and passing the less-appealing to the less-elite has never paid off in the end. (It is called competition) I attribute this practice to an unwillingness by the "elite" to acknowledge that the culture that you correctly describe as spontaneous and uncomfortable has the ability to tell the difference.
