the winning submission by shelby ponce + eduardo ponce of the USA explores the return of the riverfront site to the city with an art garden along the water as well as cultural urban spaces along the perimeter of the building to activate the area. the interior is organized into layers to extrovert the program of the museum, placing the public spaces at ground level, performance, digital and sculptural art within the middle floors and the light sensitive pieces on the top storey.

a semi-transparent facade filters daylight into the interior while allowing outward glimpses of the surrounding metropolis. external structure generates columnless galleries to accommodate large-scale installations. an outdoor terrace sets another atmosphere for visitors to enjoy performances with the backdrop of the city.

the 2nd place design by marco podesta + matias pereira from uruguay is a structure which bridges over the site to maintain an empty space within the center of the urban fabric. forming a window, residents are offered framed views of the river and can enjoy a new access point from the city to the coastline. three levels of galleries hover above the outdoor installation of artwork, which receive daylight through circular voids within the floor plates. the permeable space beneath the structure is taken over by the public.
