designer's own words:

The concept itself emerged from observing a shift from daylight to artificial light. The latter is needed solely during the night. The tower clock is now visible from the surroundings only during the day. At festival time it is needed at night as well. The clock is conceived as a circular object divided into even segments of LED lamps whose ribbons are turned on and off. The lit arch, which at midnight becomes a full circle, communicates as a clock which, in addition to providing information about time, also lights up the main tower. The arch can be easily seen from the distance. The town thus acquires a typical functional symbol. The tower is visible during 24 hours.
